In case you are not able to see the elemts of your pad frame even on changing the Display view: you need to attcah the technology file to the frames.

- In the CIW window  ( icfb - Log:/.... )
Tool-> Technology File Manager -> Attach

design library: Padframe_408D
Technology library: mosisLib
 Ok


You should now be able to see the complete layout.
